Fire Certificate Inspection & Consultancy 

Under Section 35 of the Fire Safety Act 1993, the owner or occupier of any public building such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings that fall within the requirement criteria is required to apply and obtain a Fire Certificate (FC). The FC Scheme ensures the proper maintenance and good working condition of fire protection systems. These systems should be inspected and tested annually to maintain their integrity and emergency operability in accordance with the relevant codes of practice. Examples of the items to be inspected are:

  • Emergency power supply
  • Pressurisation system
  • Sprinkler system
  • Atrium smoke control system
  • Fire alarm system
  • Mechanical ventilation for the basement
  • Wet riser
  • Air-conditioning system
  • Dry riser
  • Emergency voice communication system
  • Lifts (Passenger / Fire and Goods)
  • Fire Command Centre

For new buildings, the application for the issuance of the Fire Certificate (FC) must be submitted within twelve (12) months from the date of the Certificate of Statutory Completion (CSC) or Temporary Occupation Permit (TOP), whichever comes first.  For existing buildings, the Fire Certificate (FC) must be renewed annually (every 12 months).  It is a serious fire safety offence to occupy a building without a valid FC. The owner or occupier must engage a Professional Engineer to inspect the fire safety systems of the premises to renew the Fire Certificate (FC). SCDF will select premises for auditing and notify the owner or occupier to submit the inspection schedule. Subsequently, SCDF will conduct selective audits of the premises. ERCM has Professional Engineers who are able to assist you in these FC inspections and renewals.

In the updated Fire Safety Act 1993 concerning the legal requirements of effective fire safety management to keep premises fire safe, all buildings with a Fire Certificate (FC) are required to develop an Emergency Response Plan (ERP).
